Ah, yes, storage charge can also mean, if the product is months or years, it is even lower than intended. But the other thing i wanted to say:
23000 miles on 61 miles/charge = ca. 400 cycles. So (and if you need the range, obviously charge full), that is still within the life cycles, that (iirc) defines 80% remaining capacity after 500 cycles.
Some car manufacturers may have extra cells and show only 80% to begin with, so that is feels like "nah, no change in range), no idea if that applies to scooters, too.
My scooter is maybe still below 500 cycles, i believe, because i bought too cheap/small (i thought it was enough, but reality) had it for two years and daily cycling for 6 months would still be below.
