Not sure but I see a resemblance to the robot from the film ‘Short Circuit’. Maybe he fell on hard times when his acting career ended?
It’s hard to say - especially since we learned that one factory can spit out scooters that are branded differently for multiple other scooter brands reselling them. (The Varla Eagle 1 is a good example of that) Other brands sold a blue colored one under a different name. The stem latching system looks like Kingsongs. A search on ME-8 doesn’t get a direct hit. Does the scooter deck have any other identifying labels?
No, there is no branding, looks like a private vendor, especially flew to China, to have them custom made. A bit sketchy to buy this one I guess.

Agreed, if you need to rely on your scooter - get something that has local support and a good track record of getting spare parts in a reasonable time frame.
