The pads should lightly touch the discs, but shouldn’t drag. Typically if you spin scooter wheel by hand, which has a motor you’ll get 1 to 2 revolutions out of the wheel before it stops. With no motor, you’ll get 2 to 10 revolutions before it stops. If you’re getting ½ a revolution then you probably have too much drag.
For the levers. Do you have hydraulic brakes or mechanical (cable) brakes? If they’re cables, then getting the levers even is a matter of getting the cable tension correct.

If they’re hydraulic, then the distance from lever to grip can be typically be adjusted at the lever, with a tiny allen wrench.
