all scooters from certain retailers come with speed limters ie smartwheels,ca in canada limits all scooters to 25kmh for legal reasons. but no, usually they do not come with speed restricters. ive never heard of the pure air pro, i know the apollo air pro has a front drum brake. it’s safe, you don’t want to lock up your brakes be it back or front…and if the scooter has regen use that to save your brake pads. you can install a back break if you get yourself the needed components
