Unfortunately I don’t have any experience repairing the Swagger 5. It’s very unusual to have a wheel feel like it’s locked.
Check the rear disc brake first, to make sure it’s not on. Loosen the cable clamp until the cable is completely free and see if the wheel will move. If the brake isn’t the problem, completely remove the caliper, check the rotation of the wheel again, and then remove the wheel to see if you can find the source of the binding. The Swagger is front wheel drive, so something mechanical is going on.
