I looked at our electric scooter laws reference (which is a summary from research done by the scooter company Unagi) and it looks like none of those states require a driver’s license to operate a scooter.
I definitely wouldn’t take this as gospel (and laws certainly could have changed since the time of writing) but those states have pretty minimal regulations for scooters. Looks like only North Carolina is requiring motor vehicle registration stuff and Virginia has a 14+ minimum age.
Also, keep in mind that cities may also have their own laws, whereas this info applies at state level.
