We put out a video a while back on scooter specifically for the rain, that includes many of those you’ve mentioned above (e.g. Cruiser, Max)
For portability, the Explore and Cruiser are going to be the worst just due to weight, with the Cruiser being even slightly worse due to its somewhat angular stem shape. Pretty uncomfortable on the hand. 50 lbs feels pretty heavy if you have to lift more than rarely, so I’d personally not be in favor if that is a parameter you really want to optimize for. These big scooters will definitely give the bests/mosts comfortable ride. Cruiser is rated slightly better for water, but the Explore should be fine unless you’re soaking it.
The Rev is a dope scooter … definitely ahead of its time and one of the best designed and constructed EVER. However, spending that much on a scooter (if you can find one) with just a promises of parts being available if you ever need a repair is a no go for me. The scooter is great though and very solid for holding up in weather.
On the less expensive side, the Air Pro and Max are standout. I think the Max has a bit better build quality and the Air Pro has better ride quality.
