Cheapest scooter for hill roads

Hello, I’m in need of an electric scooter that I will use to cover a 2km distance from my house to the place my colleague picks me up every day. The problem is that I live on the hills (15-20% grade slopes), so it needs to be powerful enough to go up them. Fortunately my weight is only 65kg, the road condition is good and I can recharge it everyday. Since I will only use it for this, I am looking for something very cheap.
I live in Italy, so, in order to be legal, the scooter must be maximum 500w and it should have the possibility to limit the speed at both 6 km/h and 25 km/h, even if I am 100% sure nobody will check it in the lonely countryside where I live.

Just from my experience, not having tested all these scooters and being quite a bit heavier than you, i´d say: Hiboy S2 (if available in Italy.

350W motor, best hill climbing speed in the test considering low(er) budget models (my scooter with 250W is struggling with more than slight inclines!) and this thing is light, maybe great for putting it into a trunk. (114 cm long by 41 cm wide by 48 cm high,)

However, not entirely sure if your use case can be met with this thing (no experience, so, yeah, my take on this)
